Our telecom partner needs to perform emergency maintenance on their systems relative to billing and reporting.

What will be working:
* SIMs will be able to connect to the Internet and Particle Cloud as well as send and receive data (including firmware).

What won't be available:
* SIM activations and deactivations won't work.
* SIMs hitting data limits won't be automatically paused.
* Data usage spark lines in the dashboard won't be available.
