Resolved
Database latency is now stable and where it was before our db provider began reporting issues. As a result all Particle services are functioning as expected again.

Monitoring
Devices are able to connect again. We were able to restore services by manually triggering a failover (that should have automatically occurred, but did not). We'll be monitoring this closely.

Update
One of our database providers is having performance issues which is causing increased latency for the device services as well as the API.

Investigating
Many devices Photons/Cores aren't able to re-connect after disconnecting from the device service. We're investigating.
